Chances are pretty good you can get started with some basic GIS and it won't cost you much at all.  Here's a quick list of places you can find GIS data at little or no cost:

 

1. Get it from the county

2. Call up your state GIS agency (yes, you've got one)

3. Ask your neighboring cities.
