Basically GIS-based asset management software allows you to manage your GIS and asset management data together.

For example, with plain old asset management software (not GIS-based) you can manage your assets (keep track of the work you do, costs, etc.).

With GIS-based asset management you can keep track of your assets, but more importantly, visualize (and interact with) work history and asset management data on GIS maps.
